Gregor Allan

Gregor is based in central Wellington where he runs a practice at the heart of public law.

Gregor has broad experience, having been in practice for over 25 years, in large part as a Crown Prosecutor doing trial and appeal work. Over the past 10 years he has been a policy manager at the Ministry of Justice, a Crown Counsel at the Crown Law Office and in-house counsel to the GCSB. He remains a member of several Government counsel panels and has acted for a range of Government Departments including The Treasury, Inland Revenue Department and Office of Treaty Settlements. He has also acted for a number of enforcement agencies such as the Financial Markets Authority, Civil Aviation Authority, the (former) Ministry of Fisheries, Police and Customs.

Gregor understands public sector decision-making. He is well-placed to advise private and public entities on a range of matters relating to legislation and the exercise of public powers.

Gregor has as strong interest in rights advocacy. He is on the Wellington Committee of the Howard League for Penal Reform and is a member of New Zealand Law Society’s Rule of Law Committee.

Gregor holds the highest level of security clearance. He can assist on matters that have implications for national security and has been appointed on such matters by the High Court and intelligence agencies.

Gregor has assisted public reviews and was counsel for the Crown before the Royal Commission of Inquiry into the Canterbury Earthquakes. He has provided advice on significant fraud investigations and, as a former Assistant Director of Public Prosecutions for Fiji, guided serious criminal investigations, including into mutiny and treason. He is on the Serious Fraud Office Panel of Prosecutors and the Auditor-General’s panel of counsel.

Gregor can assist businesses with a range of workplace compliance issues. He has prosecuted health and safety related matters and undertaken significant privacy impact assessments. Gregor also practices as a workplace investigator. He is one of only a handful of New Zealanders to have successfully completed specialist US training in this area.

Gregor also has an affinity for work in the health sector and acts for a number of Medical Officers of Health around the country and on professional disciplinary matters.
